I agree with the majority of users who feel that the new apple app icons are exceptionally difficult to view.
Is there a safe and easy way to change the dock icons to something reasonable?

You would need to change the application icons since Dock items are just aliases.

I would still change the icons on aesthetic grounds - apple has taken an enormous step backwards - but this makes them easier to read.
Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.
Gee it seems like there ought to be an Apple solution to this without jeopardizing the new security provisions. I can't believe that they can't make provisions for changed system icons. The new desktop dock is now cluttered with ugly proprietary Apple icons.
Speaking of ugly, Apple's current trend to basic flat icons reminds me of what it looked like back in the 1990's. Apple, how about adding an option to revert to the older style dock appearance as in 10.9.5? 😟
I run 10.9.5 and 10.11.1 side by side (using VMware Fusion) and 10.9.5 is much easier on the eyes.
These flat icons are the response to so called skeuomorphism, which is the computer design theory that has the computer graphics mimicing the physical world, like pages on I-Books turning like pages of real books, or the IPhone newstand app that used to mimic a newstand. I'm philoskeuomorphics.
