High CPU usage of parentalcontrolsd, but I do not have Parental Control enabled

The process parentalcontrolsd takes a lot of CPU which makes my MBP 15 very very hot. But when I checked "Parental Controls", I found it is not enabled at all.

And I also see Guest user is enabled as "Login only":

But actually, I do not want Guest user at all, how can disable or delete Guest user? As you see, the option "Allow guests to log in to this computer" is greyed out, why???

I have FileVault turned on and "File My Mac" checked in iCloud, I am not sure if they are related to this issue. These are all the info I can provide, anyone can help me out? Please ...

On my previous "well used" MBP I long had the problem of parentcontrolsd running amok, even though I had no accounts with Parental Controls enabled. I just put it down to the amount of complex stuff I had installed and tweaking I done, resulting in some conflict or other over multiple upgrades of OS X. I read various threads about the problem, but nothing stood out, and so I just got used to killing parentcontrolsd in Activity Monitor when it went mad.

However, I now have a brand new MBP, with far less installed on it and running basically stock Yosemite. Again no use of Parental Controls, and just so happens I was looking at exactly the same Parental Controls pane as above a moment ago. However, I'm still getting parentcontrolsd going off on one a couple of times a week. Running hot with 100%+ CPU, and when I look in Activity Monitor over time the second highest CPU user on the system. Just to repeat I don't have any Parental Controls enabled so what the ... ?

Given numerous reports over numerous versions of OS X of parentcontrolsd being badly behaved, I can't believe this isn't a problem to be fixed?

Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.

Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.
