downloading file with non ASCII character in Safari

Hi, i'm facing the problem in downloading file with non ASCII character in safari.

Actually i already did something in my code, i put this line:

contentDisposition ="attachment; filename*=UTF-8''filename"

note: the filename already encoded

actually it works for most of non ASCII character such as greek, vietnam, dutch, france, china, arabic, japanese hiragana, katakana in safari, chrome, firefox, IE8-Edge

and it does not work for thailand and japanese Kanji character in Safari only.

Is this because of the safari does not support this or i need to set something in safari settings?
