iTunes 12.3.1.23 64-bit Win10 stuck on sync iPhone & iPad

I just upgraded to iTunes 12.3.1.23 64-bit on Windows10. Since the upgrade iTunes get stuck on Syncing contacts, both on iPhone & iPad, both on IOS 9.0.2 and IOS 9.1

Darn annoying when everything was working on the previous version of iTunes 64-bit on Windows10 😠

Has anyone else experienced the same problem?

Any tips on fixing the issue?

11/30/17 - I'm on 64-bit Windows 10 and was having the same problem syncing. The phone (iPhone 6 SE ios 11.1.2) would back up and then hang at step 3 of 5 , "preparing to sync". I was trying to sync with Outlook 2016 using iTunes 12.7.1.14 but it just wouldn't complete the sync. I tried reinstalling iTunes after doing the recommended uninstall process then doing a clean install of iTunes. It would sync one or two times then revert to hanging at the "preparing to sync" stage. I tried the reboot of both my PC and the iPhone all to no avail. . . . . One of the other post suggesting launching iTunes using a right-click to "Run as Administrator". Bingo, that did the trick . . . . at least until Apple or Microsoft do some other silly update that begins the sync problem all over again.
