In OS X Yosemite, I could hold down a letter such as e and get a pop-up menu of accented versions. (In various apps and even in Finder when naming a file.)
This is no longer working in El Capitan (10.11.1).
How fix?
iMac, OS X Yosemite (10.10.5), 3.4GHz Corei7, 16GB, SSD + 2T HD

The post suggested it *might* be necessary to disable SIP; and the OP replied that it had worked *without* disabling SIP.
I can confirm that it does work without doing such a dangerous move.
This works for me but for some reason it stops working by about the next day and I have to do it again. Any ideas on how I can implement a permanent fix?
Thère is no need to disable SIP, it works whether you do, or not
