Hold down the Option key and select Library from the Go menu in Finder.

To make it permanently visible, Show View Options for your Home folder. Check the box to show the Library.

    Just loaded El Capitan.
There is no visible 'Library' showing, when I hold down the Option key and from the Go menu in Finder.
Also when I try to make it permanently visible, by doing Open Finder > Command+Shift+H to access to Home > Command + J > Check at Show Library Folder.

There is no 'Show Library Folder' box to check?

Quite strange. I can't explain either problem, but I imagine they are related.

For the first, do you have an app shortcut set up for the Library in Keyboard System Prefs?

I added one in the past to easily show the Library (cmd-shift-L) and it doesn't show when I hold down Option but it does when I hold down Shift.

    Weird. When I press Command+Shift+H I get

    Screen Shot 2016-03-17 at 7.06.05 AM.png

When I just select "View Options" I get

    Screen Shot 2016-03-17 at 7.07.37 AM.png

    No clue what's going on.

OK, I've reset all keyboard shortcuts default in system preferences and now I can view the LIBRARY by pressing and holding the

ALT(Option) Key, and then clicking on 'Go' in the finder menu.

However with the LIBRARY folder highlighted, when I go to it still does not have the 'Show Library Folder' box so I can check/tick it?

CMD+SHIFT H  just takes me to my HOME page.

ALTJ shows me the image below. Even when I go to VIEW > Show View Options in Finder it shows exactly the same as below.

The option is in the View Options for your Home folder, not the Library folder.

    Type cmd-shift-h cmd-j

Yes, I did think of that and tried it last time, but I still got the same result.

I use a little menubar app called DesktopUtility (scroll towards the bottom of the page).  It allows you to, easily, toggle the visibility of the user Library and invisible files (as well as quick access to a few other useful functions).  I use this to toggle my user Library to be, permanently, visible.

Whether you see the Show Library Folder option in Show View Options depends on how you are viewing the User folder. If you are in Icon or Columns view it may not show up. But it should in List or Cover Flow view. If you are in the User folder, and open Show View Options, you can toggle between the different choices by using the Finder window icons to switch between Icon, List, Columns, and Cover Flow views.

Also, I found that once I turned on Show Library Folder on it seems to show up in Icon and Column view. If I turned it back off, then there was some inconsistency on whether it showed up in Show View Options for a given view (Icon, List, Columns or Cover Flow). So you may need to play with it.

Of the screen shots posted, DJNippa's were all in Column view, Dialabrain's were in Column then Icon view. In mine, once I turned Show Library Folder on in List view, it then was available in Column view, but not in Icon view, but then it appeared in Icon view. But it was not available in Column or Icon view until I'd turned it on in List view.

The Show Library Folder option only appears for View Options when you're viewing the Home folder, it will not appear for any other folder.
