Unix error 1 is what I would have expected, but you are seeing 13. Do you have Administrative rights to the Mac?
Yes, I am the admin. Should I create another ADMIN user and try from that account?
When you start recovery, do you see a spinning globe or any unknown disks mounted in the recovery console? You can check Utilities -> Terminal -> diskutil list.
If you see a list of very small disks, you are in Internet Recovery and booted from Apple servers.
The error 1 is correct. Can you now disable SIP and try the same steps again? Please use /dev/disk0.
Back to the same issue. "Errno is 13". csrutil is disabled in Recovery but enabled / "custom configuration" while on OSX terminal. I'm assuming at this point the only thing to do is erase and reinstall Bootcamp?
No. Please do not do that. Enable SIP. Install OS X Yosemite or earlier on an external disk - How to install OS X on an external drive connected to your Mac - Apple Support - and boot from it. Use the Fdisk from the external USB and change the MBR on the internal disk.
My apologies for the late response, Loner T, I was away from my computer all weekend. I'm currently downloading El Capitan to put on my usb drive. I will let you know once I go ahead and attempt to use the Fdisk commands and change the MBR.
It worked! I can't thank you enough! I really didn't want to have to reinstall bootcamp. I really appreciate your patience with me and taking the time to assist my issues.

Very glad to see it working.
Please backup OSX and Windows. Use separate physical external disks, if possible. Create a Windows System Restore point.
Re-enable SIP in Recovery using csrutil enable.
