This is saying youre using a version of snapchat or operating system thats no longer supportered. Please upgrade your devices operating system or snapcha, but i can update niether because i have an ipod 4

You first have to download the non-compatible version on your computer. Then when you try to purchase the version on your iPod you will be offered a compatible version if one exists.
The newest version of Snapchat requires iOS 7, which I don't think your iPod can use. So you will have to try IIIaass' steps to get an older version of the app that is compatible with your current iOS
It still says that its not compatiable.
Then if yo want to use Snap Chat you will have to get a new model iPod
