I am trying to delete the apps off on my iCloud and I'm having no success. I am currently using my iPhone 4s and have tried looking through the settings and app store. Any help would be appreciated.

Not sure what you are trying to do? Apps in the cloud are not on your device. Where are you seeing the apps? What screen, exactly?

When I deleted a few apps and if I go in the App Store and go to updates and I see the apps I have previously deleted. How do I delete what shows the apps I have previously deleted?
Again, not sure what you are seeing or asking about? In the App Store under Updates, all the apps that have been recently updated are listed along with any new ones that need to be updated. Where are the apps you are asking about listed? What do they say next to them? (Update or Open)?

When I go to the App Store I open updates and at the top I go to purchased and then it shows what I've previously downloaded can I delete that so it does not show what I have previously downloaded
That is the Purchased screen, and when you click on "Not on This Phone" it shows all Apps (or Music if you click the Music option, etc.) in your App Purchase/Download history. You can Hide the apps, but you cannot delete them from your Purchase/Download history:

You have to do this in iTunes on a computer. When you get to the screen that displays the apps, you will not see the "x" in the upper left-hand corner of the app, but if you hover over it with your mouse, and then click, it will hide it.
