When taking a photo using the Camera App, there should be a small lightning bolt in the toolbar. Press that to turn the flash on off, or set it to automatic.

Only the 10.5", 9.7” and second generation 12.9” iPad Pros have actual flash for the rear camera.
There is no flash. This has been a missing element on ALL new and previous iPad models.
I don't know about iPad Pro but all other iPad devices don't have a flash.
I feel your frustration. I've just purchased CameraPro HD and have spent ages looking for how to activate the flash! I'm about to submit a request to the developers.
To those without a Pro - the iPad Pro 12.9" and 9.7" most certainly do have a flash.
The 12.9" iPad does not have a flash.
The 9.7" however does have a True Tone flash.

iPad Pro has remarkable cameras on both the front and the back. The 12.9‑inch model’s 8‑megapixel iSight camera lets you shoot beautiful photos and video. The 9.7‑inch iPad Pro comes with a 12‑megapixel iSight camera, which can capture 4K video, 240‑fps slo-mo videos, and Live Photos. It’s also the first iPad with True Tone flash, so skin tones look great regardless of lighting.
Things are sharper on the other side of iPad Pro, too. The front-facing FaceTime HD camera’s latest sensor makes video calls more lifelike. And on the 9.7-inch iPad Pro, the 5-megapixel FaceTime HD camera features Retina Flash with True Tone for gorgeous selfies.
Oops! You're so correct. I have both, so should have got it right 😊 Hopefully the next iPad Pro 12.9" will have a flash.
No iPad, including the iPad Pro, includes or has ever included a flash LED. That is not a feature of any current or past iPad.

The 9.7" iPad Pro does in fact include a Flash. And is touted in its descriptions as shown above. And can be seen in most pictures of the rear of the iPad.
Thanks, I didn't realize it was the first iPad to include a flash.

No problem.
It should be
I just purchased the iPad Pro for my hubby and it indeed does have a flash for camera use and taking video. He just used it now
Yeah, yeah.
The original post and replies are nearly a year old and about when the first 12.9 inch screen iPad Pro came out!
This is an old post.
At the time these posts came out, the iPad Pro wasn't out, as yet, and there was no views of the backside of the large iPad Pro.
Plus, up until that time, NO iPad ever had an LED flash with their backfacing cameras.
I got my iPad Pro as soon as they hit the Apple Stores and yes, indeed, there is a 8 megapixel camera with an LED flash right near the lens.
As mentioned previously, the iPad Pro 9.7" has a flash. The iPad Pro 12.9" does not.
Michael,
The large iPad Pro DOES have an LED Flash!!!!
What the large iPad Pro lacks is the addition of the Tru tone flash that the 9.7 inch iPad Pro has.
I am looking at my iPad Pro right now, it has a rear camera LED flash.
