With an iPhone 4s as my current phone, I am not able to connect it to an Apple Watch.
My question is, could I connect the Watch with my MacBook Air instead ?

No - you need an iPhone 5 or later running iOS 9 or later to pair and set up Apple Watch.
It cannot be paired or synced with any other iOS devices (including iPad) or with any other Apple device (including iMac, MacBook, MacBook Pro, MacBook Air, etc).
