I just purchased an iPad Pro and am now trying to pick out a good keyboard. I use dictation a lot and was wondering if there was a shortcut to enable dictation with the Smart Keyboard. At the Apple Store the staff didn't know how to do this and there is no dedicated dictation button.
iPad, iOS 9.1, IPad Pro model
press and hold down arrow on menu bar at bottom (where predictive keyboard suggerstions show up...far right)
... if you accidentally push it and let go it will come back as soon as you start typing again.
Have you tried just lifting the iPad off the magnetic attachment from the base? That will reveal the on screen keyboard and the dictation.
I have been disappointed by this short-coming as well. I bought my iPad Pro with the smart keyboard this year, 2016, and was surprised that I can't use dictation with it. I have submitted a feedback about it but wonder if the "whiz kids" pay any attention to those.
When I know I am going to use dictation (answering emails, for ej.) I just forego the keyboard and use the on-deck one that has the mike icon option. that works but makes spending all that money on the Apple keyboard a little redundant.

Found the answer! When you start typing on the bottom right of the screen is a downward arrow. Tap and hold it until the keyboard shows up. Then tap the numbers button and the mic is there!
Oops, meant placing directly to the RIGHT of the Copy/Paste feature 🙂
