How can i resize a picture using photos for a locket?

Hi all - not sure if this is out there yet but I'm running El Capitan V. 10.11 on my iMac and am wanting to print pictures for a locket using the new "Photos" app. I've seen a few similar questions using iPhoto but I can't seem to find somewhere to do custom sizing. The locket I'm getting for my wife needs a picture dimension of 7mm x 10mm.

I don't care for Photos, but imported a photo just to see how one could downsize an image - I did not find a way to do so. However, I launched my Graphic Converter app and here is the dialog for downsizing a picture:

Since you were asking for 10 mm, that would be 1 cm (or about 0.4 inches) and 7 mm would be 0.7 cm or about 0.27 inches. I am sure there are other apps that can do this, but Graphic Converter is what I use.
