The top of my screen( otherwise known as the toolbar), will not stay on my macbook pro with retina display's screen. It will only pop up unless it is scrolled over. How do I change this so that it will stay up?

Do you ever say what OS X you are running?
>SysPref>General>Auto hide and show Menu bar is a El Capitan feature.
If it is not there on your system, boot into Recovery (command R) and re-install the OS X on top of your existing OS X.
This will leave all your user data untouched, as always it is good to have a current backup plan non-the-less.
I have Yosemite 10.10.5. Are you saying I should install El Capitan or reinstall Yosemite? What's especially odd is that this is new. I did make any OS changes and all of a sudden that toolbar disappears. Up until yesterday morning it was there the entire time.
Open "System Preferences" > "General" > deselect "automatically hide and show the menu bar"
It actually didn't work underneath "appearance" is "use dark menu bar and dock." there is no "automatically hide and show menu bar"
Did anyone ever respond to this -- maybe somewhere else? I'm having the same issue. The toolbar just keeps disappearing but this is new.

It doesn't work. I don't have the "automatically hide and show menu bar" option in General ( System Preferences" > "General" > deselect "automatically hide and show the menu bar"

I would re-install your Yosemite.
