iCloud not working

last week I paid for iTunes Match (which I assume is iCloud library as iTunes Match does not appear in any options in latest iTunes since I subscribed to iTunes Match).

I've added all my music from my pc into iTunes. In preferences iCloud is ticked and the circle of activity comes up saying it is doing something with iCloud library BUT only some of my music appears on iPhone and iPod. I subscribed to iTunes Match becwise I thought it was only way rather than manually adding via USB and sync to have all my music on my devices.

Ive turned iCloud library off in preferences and logged out of iTunes. I've turned iCloud off my devices but once all turned back on itunes is not putting all music in My Music in iTunes into iCloud. Why would this happen?

Ive individually right clicked and selected add to iCloud library and still they do not appear on my devices

Apple - can i get a refund and cancel iTunes Match because it is not doing what it's supposed to do so I might as well manually add music to my devices and save myself £21.98. Or can you fix it because I'm not satisfied at all with what I've purchased. The fact it doesn't add albumns to icloud when I right click and specifically tell it to do so tells me something is wrong. It's VERY frustrating.
