DropBox prevents iPhone photos from showing up in OS X Photos

I posted earlier about how iPhone photos were not showing up in OS X Photos (see Importing from iOS9 to Photos in El Capitan). Work arounds were found but ultimately my problem was discovered to be DropBox. It is unclear whether everyone experiencing this problem was also running DropBox but the solution was discovered through the fact that starting the computer in safe mode (by holding shift at the start up sound) solved the Photos problem by preventing extraneous apps (like DropBox) from loading.

Quitting DropBox, unplugging the iPhone, then plugging it back in allows Photos to see photos on the iPhone.

Does anyone know of a way to fix this problem so I don't have to quit DropBox to see my iPhone's photos in Photos?

That works as far as it goes, and allows recognition in photos and import (change preference to turn off camera uploads in dropbox; then close and open dropbox app). But it is not really a good permanent solution for me and others who want iphone photos to import to photos app and dropbox. This dual import worked fine until recently. Not sure whether ios 9, el capitan, photos app, or dropbox app is to blame. Just another example to me of apple's continuing issues with syncing. If I want my iphone photos in the photos app and dropbox, I need to now let them first go to photos; and then export them to my dropbox. An extra, unnecessary step. Sounds like an issue that may take a long time to get fixed.
