runnig IOS 9.1 and the battery seems affected and the system keeps shutting down and restarting - the screen turns solid blue and completely shuts down and comes back up. Please help if you have found a fix

This does sound like a hardware problem. Make an appointment at an Apple store to have your device examined by a technician. If you can make a complete backup before taking the iPad to Apple.
