Trying to create 8.5x11 hard cover book with Photos OS X. The templates only allow max of 4 photos. Older version of iPhoto had templates for 7 and 10 photos. How can I include more photos per page?

The templates can not be modified - you can on use the themes and templates provided - however there certainly are pages with more than four available - look at the different themes adn find one that has the layout you want
For example travel has at least three with 7 photos

When you check the layouts in the different themes for the maximum number of photos per page, be sure to select one of the inner pages of the books. If the title page is selected, most themes will show at most four photos per page. but many more fore the inner pages.
The Travel Shots Theme allows up to 12 photos on the inner pages.
For the Travelogue theme I am seeing a maximum of 9 photos per page.
How to place 10 photos on page? Max template is 4 photos. Old iPhoto had 10-photo template.
