I am trying to change the Mac that my devices sync too.
How do I retain whats on my devices but make them sync to iTunes on a completely new mac?
I have read dozens of forum threads and there seems to be info for old setups but nothing valid and clean for the current OSX 10.11.1 and IOS 9.1, please help.

TThere is no clean and easy way to do this now that you can not transfer ads into iTunes using the transfer purchases feature. I think transferring purchases still works for music, books, movies and TV shows, but not for apps.
You should start out by moving the iTunes library to your new computer from the old one.

IF you no longer have the old computer, it will take a good bit more work. Before I/we give a step by step guide, do you still have the old Mac?

I do still have the old computer but the library is way too big for my new one, I'm storing most of the music in the cloud now so on my new macbook I can maintain the same library without taking the space like on the old iMac. Is there a way to do it just taking the relevant device data over?
Did you have some ideas for me?

On your device in settings>general>iTunes wi-fi sync
You should see something like this:
Old Computer
Apps, Books
New Computer
Movies, Music, Tones
Or a combination of these
This means the phone is still syncing some categories to the old computer.
To fix, find what you need to re-sync. In the above case, go into Books and choose "Sync" at the top and tell it to replace what's on the phone. For Apps, it is not as intuitive. Go to the bottom and choose "Automatically install new apps." Repeat for all other categories and it should delete the old computer.
