The higest OS Apple ever put up as a free download was 7.5.5, but that Apple download site is now among the disappeared. It is linked by Jan Hedlund in the thread CCC mentions but that thread is now a couple of years old. Shortly after Jan's post, the older software site fell victim to a general mucking out of web pages helpful to older Macs that Apple--for whatever reason--decided to eliminate.
The rest of the links are what you need--you'll have to find disks for purchase outside of Apple's real estate. However, don't ignore the possibilites of help via a Mac Users Group. You can use this page to find one in your area:

You may be able to run system 8.0 but maybe not.
If you can find it and also if you have a drive for the
media type it may be on. Some were CD, some floppy.
The trail to finding stuff to keep these running is getting
colder by the year. Computer years are like a fly's life.
So many archives with resources aren't online anymore.

The 7.6.1 download from Apple (for example,http://download.info.apple.com/Apple_Support_Area/Apple_Software_Updates/Englis h-North_American/Macintosh/System/Mac_OS_7.6.1_Update/Mac_OS_7.6.1_Update-NetIns t.sea.bin) was merely an update that required Mac OS 7.6 (which was not free).
This file suggests (where implied in above post source) it offers update MacOS 7.6 to 7.6.1
and the file size compressed is 4.6 MB and the archive page link for this .bin is:

And this appears to be the same size as the one obtainable from your source address.
So I doubt it would really be able to take the older 7.0 system to the 7.6 level; I recall
these were nearly full system versions; but it has been many years so I don't remember.
And they would be greater than 4MB, even if one had a magic major upgrade disc!

Since I no longer have an old Mac capable of running Macintosh OS7.0 or 7.6.1
set up where I can get to it, I cannot test this. An old PowerMac with OS8.6 inside
is stored; somewhere I still have Mac software on CD along with some bits on floppy.
These survived; though I included original software with many donated & fixed Macs. 😎

The original operating system for the PowerBook 165c was 7.1 with an extra System Enabler 121. Subsequent supported systems were: 7.1.1, 7.5, 7.5.1, 7.5.3, 7.5.5, 7.6 and 7.6.1. The systems 7.1 and 7.1.1 were never free. System 7.5 was not free, but a free download of 7.5.3 (which is a full system) was made available for download by Apple. System 7.5.3 could be updated by a free 7.5.5 update. System 7.6 was not free (but the update 7.6.1 was).
So, System 7.0 did not work with this PowerBook. A (nineteen files US download) System 7.5.3 worked (but a bootable system must be present on the hard disk, or a separate Network Access boot floppy could be used). The 7.5.5 update is often not really necessary. System 7.6 (which has to be purchased) would also have worked, and could be updated to 7.6.1.
System 7.1 (with the enabler) is faster than the later versions on this PowerBook.
