Drag & drop into the library, use File > Add Folder to Library, or use the Automatically Add to iTunes folder. You'll need to use a supported video format. See What video content can I watch on my iPhone, iPad, iPod, computer, or Apple TV? - Apple Support. If the format should be supported and iTunes isn't accepting the videos you may need to install QuickTime for Windows and, if you have a 64-bit system, install iTunes for Windows (64-bit - for older video cards).
