Why is "Developer Tools Access" notification appearing?

Recently, a notification continues to appear stating "Developer Tools Access needs to take control of another process for debugging to continue."

This notification, when my credentials have been entered, discards any changes I have made to word documents that I am working on and access to cloud/briefcase files is lost until the computer is restarted.

I have not installed any development tools and am a general mac user.

Any ideas how I can stop this????
