In this case - a Certificate. None of the text nor any image
responds to mousing, clicking, etc. I want to end up with
a custom certificate, of course - but it doesn't seem editable.

I think the problem may be that the blue border is stacked in front of the text boxes, making it initially impossible to click on anything below the transparent area in the centre of the border. (Unless there's a way of 'clicking through' which I'm not aware of.)
Before I could edit the text, I had to
a) Click the blue border to select it
b) Go to the Arrange menu and choose Unlock (the crosses in the corners then become boxes).
c) With the border still selected, go to the Arrange menu again and choose Send to Back.
d) You can now click on, and edit, the text boxes which were originally below the transparent area of the border image and thus unclickable.
Once you've edited the text, you can select the border, go to the Arrange menu and choose Bring to Front so that the small 'notches' on the inside of the border appear above the fawn background.

Classic Certificate is fresh from Template Chooser.
I can't select text or artwork. It doesn't appear to be locked.
The artwork is locked. Click on it to see the small x marks at the four corners and the middle of each side.
Menu > Arrange > Unlock
then you can delete it.
The text is editable:
If this is not working for you, then the problem is something deeper.

Alas, while I was able to unlock the artwork - per your tip
text has proven immune to attempts to select or otherwise
edit. Is this by any chance a Mail-Merge document - and
is the text in text boxes? Meaning the text w/b entered
elsewhere - like in a database/spreadsheet?

WOW that was IT. Send to back. Even though selecting the blue border
gave no feedback the clicking thereupon must have been effective -
and it was all love from there! Thanks all for helping me struggle here.

The name of the template and the version of Pages you are using?
Or do we check every single template in every single version of Pages?

Peter - the template is Classic Certificate in Pages '09 (4.3) under OS 10.11.2.
The artwork is locked, unlock it.
The text is selectable.
Have you by any chance opened and resaved this from Pages 5 which may have moved the content to the Master Page?
