They can be if you make them that way. However, most people don't as the restrictions are used to prevent someone who regularly uses the phone and therefore needs to be able to get into it, from accessing certain features.

The restrictions passcode only exists on the phone, so there is nowhere to authenticate and remove it. It is a restriction code to prevent any number of things, and one of them is to restrict changes. It would not be worth working if there was a way around it.


The passcode and the restrictions code are manually set up by the person with the phone. As Idris said, they can be the same, however if you are using Restrictions for parental control, which is mainly what it is designed for, then you would not want the restrictions code to be the same as the opening passcode, since that would allow the person to access restrictions. If you have been syncing your data to supported applications or cloud services, you should not lose any content if you restore the device to factory and then sync back the content without using a backup.
