Dreamweaver permissions for local site?

After a long while I need to update a site I built using Dreamweaver CS3. I never bothered updating DW to CS5 because it worked fine with DW3. However now it says the licensing for DW 3 requires a reinstall so I finally installed DW 5. Now it says it can't find the index.html file. It is there in the site folder of my public folder but I'm guessing after several OS updates (Mountain Lion to Yosemite) somehow the permissions got changed.

At present the public folder is Me: read and write, Everyone: write only;

the site folder is Me: read and write, Staff: read and write, Everyone read only. (I don't know what Staff is.)

Does anyone know what the permissions need to be?
