Hello,unfortunately I have the same problem.
Under icloud.com/photos and on the iPhone has not photos, but it used to be 66 MB.
In iCloud app for Windows, but 27 images from2015, I actually displayed and this can I download Windows also.
These 27 Images I had in December 2015, all deleted in my iphone and photo library.
Even the trash I have deleted.
Disabling and delete the iCloud photo library has unfortunately been unsuccessful.
I guess here is an error in Apple.

Try seeing what is using it up by going to an iOS device then Settings then iCloud then Storage then Manage Storage. Can you take a screenshot (home+lock) and post it here
