Other than by using the fast forward and fast backward controls, is there any way to control the playback so that I could start playback of a song wherever I want in the the same way that is possible in iTunes on a computer or an iPhone?

The article to which you linked refers to scrubbing on an iPhone. I'd like to do the same thing on an iPad.
It's the same only different. Tap the name of the song playing in the first screenshot. Move the playhead in the second screenshot.
