Ask Verizon.
Apple do not blacklist iPhone.
Presumably this is a used iPhone.
In addition to being blacklisted, it may be activation locked. So even if Verizon removes it from its blacklist, if it is activation locked, the iPhone would still be useless to you.

If you're asking how to get Activation Lock removed, there is only one way: Have the original owner remove it. If you fail to contact the original owner, the iPhone will remain useless to you. It makes a nice paperweight or bookend.
If you're asking how to get a blacklist removed, ckuan answered that above - only Verizon has the ability to do that.
As far as I understand, blacklisting is typically done when the original owner fails complete their agreement with the carrier in some form or other. Non-payment of a final bill is pretty common. If you contact Verizon they should be able to tell you why it is blacklisted and may give you the option to complete whatever the original owner failed to. But of course this will be up to Verizon.
