The official answer is: NO, you can't create your own Templates ... however ...
There is a workaround on how to do it anyways. It involves a little surgery under hood, so do it on your own risk:
- Create a Project the way you want it to appear as a Template and save it. For example "My Template 1"
- Make a copy of the GarageBand application and open its Package Content (ctr-click on the app and select "Show Package Contents" from the popup menu.
- Navigate to the following folder: Contents ➤ Resources ➤ Project Templates ➤ New Project ➤ and you will all the Template files, whihc are regular GarageBand Project Files.
- Copy your previously saved GarageBand Project to that folder location (you can copy more of your won Porjects if you like)
- Launch GarageBand and when the "Project Chooser" window opens (using the New Project" command") you will see the your own PRoject listed next to the other system Template.
- Unfortunately, your user Templates won't display an icon, just a black square, but other than that, they function as the other Template
