A Family member has an iPhone 4 and the screen has a slight crack across it, they don't really want the additional expense of having to buy a new iPhone, can the screen still be repaired at an Apple Store so will it need to go elsewhere?
Apple does not replace the screen on the iPhone 4. They will do an out of warranty replacement. The cost of that is dependent on your location. See this chart here for help.

The chart no longer includes the iPhone 4, but Apple could answer that question for you. It used to be somewhere around $149, but that could be different now. Either Contact Apple Support, or if there is an Apple store near you, you could make an appointment at the Genius Bar and check there.
