If you don't see the menu bar it can be shown with Alt (temporarily) or Ctrl-B.
Authorize from the Store menu.

Yes, I have followed these steps. It says there is 1 computer authorized but there is no option to delete or add another computer. The area where the blue letters should be is blank. Alt and Control--B do nothing. This is a new computer running Windows 10.
I can get to Account Information in the iTunes store but where there should be an option to delete or add new devices, there is nothing.
Perhaps you are confusing computer authorization with device association. Authorization is carried out from the Store menu item (Store > Authorize This Computer...) or prompted if you attempt to play or transfer protected content when the computer is not authorized.
Up to 5 computers can be simultaneously authorized for each account. iPods & iOS devices are limited to DRM protected content from up to 5 different accounts. There is no limit to the number of devices that you can load up content with using iTunes. You may deauthorize computers individually using iTunes on that computer (Store menu), or deauthorize all (Account Information > Apple ID Summary) and then reauthorize those you wish to use thereafter. Upgrading or reinstalling Windows without deauthorizing first will lose one of your authorizations. You may not use deauthorize all again for a period of 1 year. Apple TVs are not counted towards this limit.

A mix of up to 10 computers and iOS devices can be associated with your Apple ID for iTunes Match, Apple Music, or automatic downloads of past purchases. There is a 90-day limit before a computer/device can be switched to another ID. No more than 5 computers can be associated with your account. Apple TVs are not counted towards this limit. Association is automatic, removal can be done from Account Information > iTunes in the Cloud > Manage Devices.
