When I try to download Plex app from App Store I receive the below error
"Unable to download App "Plex" could not be downloaded at this time"
This only happens when I try to download Plex, all other applications from App Store download normal.
I tried restart, Restore, still the same!
Anybody can help here

Have you tried reporting the issue to the store support staff?
Does Plex show in your list of purchases on the Apple TV?

yes reported to apple, didn't help or suggest any fix, only restart, restore...etc.
it does show in the App Store, and in my purchased apps (I have another ATV and that one downloaded Plex witbout issues)
I don't know what else to suggest. Those troubleshooting steps ought to fix things. 😕

Exact same situation as you. Only difference in my case is that Plex was installed at one stage on the Apple TV but I removed it and tried something else. Now that I want it back (Plex Media Server setup now on another device and working well) I can not install. It stops every time at approximately 80% on the circular dial. Have tried multiple restores.
just managed to install Plex now, I made the Apple TV connect via hot spot on my iPhone, and Plex did install without issues,
try this maybe it will also work for you
That's a great idea. I have not tried that yet. I will try as soon as I get home. (10:00 am here in Sydney - will be back home approx 7 hours from now.) Fingers crossed :-)

Plex is a media service you install on one of your computers so that you can watch or listen to content on other computers or devices.
