iTunes says I need 770MB free space to upgrade to iOS 9.2.1. There is 2.28 GB free space on the phone.
Tried deleting some seldom used apps, didn't help.

Try updating directly from the phone by going to Settings > General > Software Update.
WiFi is wonky, won't connect or is grayed out in settings. Was hoping the upgrade would fix the problem.
Go to Settings > General > Storage & iCloud Usage > Manage Storage
You say you deleted some "seldom used apps". It was not enough. See the big storage users there and free up more space.

iTunes sync says I have 11.32 gb available and so does my phone.
but iTunes won't let me do the update. Doing it thru the phone worked.
Not enough memory to upgrade?
