Apple Event: May 7th at 7 am PT
on El Capitan disk utility does not allow partitioning of a new external hard drive.
When will this be fixed? Is there a work around.
With I TB seagate disk, and I cannot partition? That is not helpful.

Having the exact same problem --- erase, rename, first aid, but no partition and no +.
There is always at least one partition.
Did you erase and reformat your WD drive, macOS Extended(Journaled) with a GUID Partition map?
I have the same problem with Seagate BUP Slim RD Media on iMac with Sierra 10.12.6: no + sign and "partition" greyed out.
those steps are the way they should be. but it doesn't work on my macbookpro. your plus button is black and the minus button is greyed-out. on my device both are greyed-out. i cannot add partitions.

Try changing the "Format" option in your screen shot from "ExFAT" to one of the Apple formats in the dropdown, that should then enable you to add Partitions.
