Draw on photo with Apple pencil

"Best" is subjective.

What, exactly, do you want to do with the Pencil on an image?

If it is to simply do casual handwriting and doodling on a image, there apps that do this.

If you are looking for a more professional looking app that combines handwriting hand drawing with using text, there are app for that sort of application.

Do your own iOS App Store search for an app that will work for YOU!

You can start your search by searching in the iOS App Store using the terms

write on photos Apple Pencil.

and see what comes up and read the descriptions, yourself.

I use an app, called Skitch, but this is, by no means, the only app for this purpose.

Find a "writing on photos/images" app that works for you and is compatible with the Apple Pencil.

Some Apple pencil compatible notes apps allow writing on photos/images.

The Apple Pencil ONLY works with the iPad Pro and no other current iPad model.

You would need to import the image into another app, like an image editing type app or a drawing app that allows importing of images to be able to draw on the image with the Apple Pencil or any other smart stylus.

Do a search of the iOS App Store for these kinds of apps.

Try searches for stylus apps and/or Apple Pencil apps.
