i have got an email from no-reply@accounts.google.com saying congrats on your new phone. I haven't got a new phone. Is this a scam?

Changing your password is not necessary. This is, essentially, an advertisement (albeit an extremely deceptive one). Just do not reply to such a message.

The fact that you're questioning it, should be a good indication it's a scam.

Go to Settings>Safari, and clear History and Website data. Also, quit your Safari session completely by double-clicking the Home button and swiping up on the Safari thumbnail.
