Message while Signing to iTunes

Hi

I made an Apple ID. When trying to sign in via iTunes, this message occurred:

'This Apple ID has not been used with the iTunes Store. Please review your account information'

When click on 'Review' bottom, it goes to 'Creating Apple ID' page.

I do not know what this message is and what I have to do. What is your ideas to solve the problem?
