install ios9 via configurator

I have been given the job of the program facilitator for our Ipad fleet. I am needing help to find an external download of iOS 9 so I can load into configurator, as our school internet is saying it will take 196hr for one Ipad. I have seen this done before so know it is possible but can't seem to find a path to download it. TIA
