Why when I try to time stretch, does the region stretch to the locators, but not the waveform?
make sure you hold the option key down when you do it.
without holding the option - you are elongating the region without adjustments to its contents.
when hold the option key down - you are time expanding/compressing the region - so the waveform moves with it..
I seem to be able to compress but not expand? Up to now I have been using the top bar menu to go to time stretch, (so shouldn't need to use the option key.) I have however now tried it the way you suggested but no luck.
Do you have the cycle bar turned on and the region you want to time expand selected?
Yes I do. I've done this hundreds of times before...
Trying to do this with an Apple Loop or plain wave file?
Plain audio file recorded on Logic.

Also..
Create a new project.. Add an audio file to the arrange window and try it then to discount anything specific you have done to prevent the normal stretch behavior from occurring in your original project....
Also which OS X and Logic version and sub version combo are you using? OS X 10.11.3 & LPX 10.2.1 for example?
