I Have a new iPhone. To transfer data I need to turn off 'find my iPhone'. my Apple ID for iCloud is inactive and I forgot the password. i have new Apple ID . What can I do not to lose my data?

What do you mean your Apple ID is 'inactive'? Apple IDs never become inactive, except in cases where you contact Apple, verify your identity, and have them delete the Apple ID.
Go to iforgot.apple.com to reset the password to that Apple ID, then use that information to sign out of iCloud on the device.
Isn't it funny! No reply from I Forgot Support team! They keep saying they have sent me instruction on setting a new password. But I receive no email! Can you think of any reason? Is the any chance to use another Apple id to turn off iCloud?
You will have to contact Apple's Account Security Team: Apple ID: Contacting Apple for help with Apple ID account security
Unless you can log out of your iCloud account on the phone it will be useless to you and to anyone you sell it to.

That means that the email address you gave them is wrong, was blocked by your ISP, or the email arrived but is in your junk or spam folder. There is no other way to turn off iCloud, other than to use the Apple ID and password that it was turned on with.
