My old Apple ID is inactive. How can I turn off find my iPhone app?

I Have a new iPhone. To transfer data I need to turn off 'find my iPhone'. my Apple ID for iCloud is inactive and I forgot the password. i have new Apple ID . What can I do not to lose my data?

iPhone 6s, iOS 9.2.1

That means that the email address you gave them is wrong, was blocked by your ISP, or the email arrived but is in your junk or spam folder. There is no other way to turn off iCloud, other than to use the Apple ID and password that it was turned on with.
