Windows 8.1 pro iTunes 12.3.2.35 ipod shuffle 4th Gen connectivity issues - unusable

Endless problems with the Apple Mobile Device USB Driver and iTunes recognising my ipod shuffle.

Have to repeatedly follow the various steps of uninstalling every apple feature, then reinstall itunes to get itunes to recognise my ipod.

Without fail, within a few days it happens again, and you can either repeat all the steps or just give up.

Absolutely no issues on a 2011 macbook pro, so I do not think it is the ipod.

Clearly there is some issue on windows (8.1 Pro)?

Totally unusable.

Any suggestions other than the following:
