There is no fully free version of Office 2016. You want Office 2016, you will have to pay for it.

You can get a single-license version (good for 1 install on 1 computer) for only $6.95/month. Or you can sign up for a OneDrive account and use the free Online versions, which doesn't have all the features of the desktop software. https://www.office.com/, look for "Get started with the online apps now".
If you want free you may want to consider https://www.libreoffice.org
It isn't Microsoft Office but it is free and it is quite capable and pretty compatible with Office files.
