After touch the app icon to delete or move them, I can move them, but there is no cross like before to delete them. How can I delete the app?

No cross = you can't delete
The pre-installed Apple apps like Safari, Notes, Messages (etc) cannot be deleted from the device. As was mentioned, if there is no "x" on the app's icon, that app cannot be deleted from the device.
After touch the app icon to delete or move them, I can move them, but there is no cross like before to delete them. How can I delete the app?
