Why in Wallet are cards being shared across iCloud family members devices?

How do you stop sharing Wallet cards across devices attached to a family iCloud account? My Cards (e.g. Starbucks) now show on my daughters phone. This is an issue as this in effect allows her to spend my cash, claim or use accrued points and actually interferes with what she wants on her phone.


I want cards shared between my devices (where I log on or have my AppleID assigned to it) so I have iCloud shared and I believe she would want the same too. Bizarrely my wife is part of the same family set up, has iCloud on, and yet does not get my cards!! Likewise if either add cards to their wallets I don't get them shared with me.


It looks very much like a bug. We have deleted apps, turned off icloud and deleted all the cards. yet turning icloud support on it pulls down all the cards again.


we are all on 9.2.1, are pretty good around iCloud, family sharing and all have unique AppleIDs.
