I bought an iPhone 4s through vodafone portugal with a 2 year binding period. Said binding period is over and my iPhone is still locked to other telecom networks. I've gone to vodafone and the price they charge to unlock the phone is ridiculous. Is there anything apple can do to unlock it?

No. If your iPhone is locked by a carrier, you need to contact this carrier to unlock it. Note that this is only possible when the contract has been already terminated and there're no charges left to be paid.
