iPhone Storage Full

iPhone 5S. My phone gives the error message "Storage Almost Full." Tapping Settings > General > Storage & iCloud Usage shows 8.9 GB under Photos & Camera. However, tapping "Camera" app shows "No Photos or Videos" in memory. What gives?

iPhone 5s, iOS 9.2.1

And when you open the Photos app (not the camera app), you see no albums with any photos in them? And you have looked under both the "Photos" option at the bottom (which displays the Camera Roll, Photo Stream, and if you have any the Selfies, Videos, Bursts, Screenshots, and Recently Deleted albums) as well as the "Shared" option at the bottom, and you see no photos or videos at all in either of those two locations?
