Notes that were backed up to my iCloud from a 5s on 9.2.1 are not appearing on my new iphone 6 on 9.2.1. I need this info back. Erased all notes on my 5s before realizing the issue.

If you've deleted the Notes from iCloud there is no way to retrieve them yourself. You can doublecheck whether they're really gone at this website: https://www.icloud.com/#notes
You can contact AppleCare and request a data recovery attempt, if still possible. Contact Apple for support and service - Apple Support
