Do I need a SIM card for iPad mini 2

if it's a wifi only iPad you will not be able to use a sim card at all

if it's a cellular iPad then you will not need to use a sim card

only the cellular iPads has gps

If it is a wifi+cellular iPad, and you wish to use a cellular data provider, then yes, you would need a SIM. Otherwise, no.
