Trouble with password/Can't access iPad mini

Purchased the ipad mini from a craigslist user, I'm able to open it but can't access it with out the apple id password. What should I do now to resolve this? I tried emailing the craiglist user (Roy), but he isn't responding to my emails. Afraid I got an expensive paper weight instead of an ipad now.
