my 16G iphone 6S has only 11.9 G capacity and 0 available

My 16G iPhone 6S shows only 11.9G capacity and 0 available storage. I tried using iCloud to Optimize iPhone storage, which was not effective and was told by iSupport Chat person that use of iCould for Photo Library storage to solve iPhone storage availability problem was not a long term solution since even with 50G of available iCloud storage the effect on iPhone storage availability is restricted by the phone capacity. But if I have a 16G phone why only 11.9 G capacity.

As these are user-to-user public forums I've asked the hosts to remove the serial, IMEI and MEID numbers from your post.

Part of it is how a 'gigabyte' is defined (decimal or binary ; How OS X and iOS report storage capacity - Apple Support), and some of the storage is used by iOS and the built-in apps.

You can see how much space each app is taking up via Settings > General > Storage & iCloud Usage > Manage Storage

So 11.9 G capacity on a 16G iPhone is reasonable? My problem with photos is the while I have imported all of them from the phone; my wife still would like to get to them from the phone where ever she is. iCloud did not seem to be a solution; increasing to 50G and selecting the phone option to automatically move the entire phone photo library to the iCould and Optimize phone storage (keeping full resolution photos on iCloud with storage on iPhone gets low. iSupport Chat tells me the iCloud is not an answer to my desire to have access to more photos than for which my phone has device capacity. Can you suggest anything, short of buying an bigger phone?

There are other cloud services where you could potentially store copies of them and download them as/when you need them (though obviously that requires a cellular or wifi internet connection) e.g. Microsoft's OneDrive (http://onedrive.live.com/) is one option.

Or, and which gives you offline access though requires an accessory to be carried, is the SD card reader so you could store the photos on an SD card and only copy them to the phone as/when needed : http://www.apple.com/shop/product/MJYT2AM/A/lightning-to-sd-card-camera-reader?f node=91
